The Juvenile Court Committee, established as a not-for-profit organization in 1904, had as its chief purpose the aiding of dependent and delinquent children until their cases were heard by the Juvenile Court. Their primary objective was to have probation and detention home officers placed under county civil service and paid out of public funds.
